I think I know what maybe going on here.
Proposition 1 calls for the building of locked mental health facilities using a tax bond which currently funds LA County DMH.
Shomof is hoping the City is forced to acquire his property or fund his project to be in compliance with the state and the settlement
He’s not an advocate for the unhoused. He’s trying to open a private prison
